Melt butter in saucepan over medium heat.
Add garlic and cook 1-2 minutes.
Reduce heat to medium-low.
Add soy sauce, sugar, honey, rice vinegar, and pepper; stir to combine.
Simmer sauce 3-4 minutes until thickened.
Toss wings in sauce and garnish with sesame seeds and green onions.
For oven option: Preheat oven to 400°F.
Mix potato starch, garlic powder, salt, and pepper.
Pat dry wings and coat in dry mixture.
Lay wings on baking rack and bake 1 hour, flipping halfway through.
